Victims of N. Korean Trash Balloons to Be Eligible for Gov’t Compensation

People who suffer damages as a result of North Korea’s trash balloon campaign will eventually be eligible for government compensation.

The National Assembly passed an amendment to the Framework Act on Civil Defense during a plenary session Thursday, allowing the government to provide compensation for harm caused by hostile acts not considered “civil defense emergencies.”

Civil defense emergencies include wars, major national disasters and other serious situations. 

The amendment was introduced after people in South Korea reported property damage from some of the trash balloons the North has launched since May.

The amendment will take effect six months after its promulgation, and the compensation provision will apply to damages incurred since May 28.
