The government plans to strengthen penalties for senders of spam text messages, as well as businesses that fail to take active steps to block such messages.

The Korea Communications Commission and the science ministry unveiled a set of measures on Thursday to prevent spam text messages.

In addition to confiscating criminal proceeds from people who send spam text messages, the government will also fine mobile network operators and companies that transmit or retransmit those messages but fail to address the spamming.

The government will also set up a system to manage spam message numbers and accounts in order for text message operators to verify their authenticity.

Mobile service operators, meanwhile, will establish a system to block, in advance, the reception of fake caller IDs.
