Group Representing Abductees to Send Anti-Pyongyang Leaflets despite Gov’t Warning

A group representing people abducted to North Korea intends to launch anti-Pyongyang propaganda leaflets north of the border as planned, despite Seoul requesting its careful judgment amid the impeachment crisis in the country.

Choi Sung-ryong, head of the Association of the Families of Those Abducted by North Korea, said Tuesday that the families will soon push ahead with the leafleting activity in the border areas of Goseong, Gangwon Province, and Paju, Gyeonggi Province.

On Monday, South Korean Unification Minister Kim Yung-ho asked abductee and defector groups to exercise prudence, stressing that protecting human life and safety should take priority.

The ministry in charge of inter-Korean affairs had previously said it was handling the issue in consideration of a Constitutional Court ruling that characterized the case as a matter of freedom of expression.

Speaking to Yonhap News Agency, Choi said his group does not intend to send propaganda materials, but newsletters addressed to the abductees from their families with hopes of getting a response from North Korean leader Kim Jong-un.

While Goseong County banned entry to its Geojin and Hyeonnae areas last month for people seeking to send propaganda leaflets across the inter-Korean border, area residents have been occupying the location where the group plans to engage in the activity since mid-November.
