The government is considering making a proposal to North Korea on providing financial and technical support for the preservation of Goguryeo relics in the North.
The government says it expects Pyongyang to respond positively to the proposal at future inter-Korean talks, as the Stalinist state is in need of external support to preserve the historical relics.
In June, the United Nations Educational, Scientific and Cultural Organization designated tombs from the ancient Korean kingdom of Goguryeo located in the North as a world heritage.
The tombs will be subject to UNESCO's on-site inspection after six years.
The Seoul government said it is also considering inter-Korean cooperation in a bid to include other Goguryeo relics on UNESCO's world heritage list.
