Seoul-Washington Differ Over Allowing Facilities into Pyongyang for Gaesong Complex

Difficulties are emerging between Seoul and Washington on sending key facilities and materials to the industrial complex being built in the North Korean border town of Gaesong.
Sources said Friday the two countries recently opened working-level talks to discuss Seoul's plan to transfer facilities including computers to the communist state, to equip the factories being built in the industrial park.
As a signatory to the Wassenaar Arrangement, Seoul is banned from sending strategic items to countries on the U.S. list of terrorist nations, which includes North Korea.
