The Unification Ministry announced a major reorganization on Tuesday, reinstating divisions for inter-Korean talks and exchanges that were dismantled under the Yoon Suk Yeol administration, while scaling back its North Korean human rights offices.

The reform will also revive the team handling the Kaesong Industrial Complex in order to support President Lee Jae Myung’s goal of “peaceful coexistence and shared growth.”

The human rights bureau will be replaced by a bureau for socio-cultural cooperation, with only one remaining section handling human rights cooperation.

The ministry’s staff will increase from 533 to 600, restoring about 80 percent of the positions cut under the previous government.

Officials said the changes are intended to normalize the ministry’s structure and restore its core dialogue and cooperation functions.
