The government has unveiled plans to commercialize fully driverless cars by 2027 as part of new measures to strengthen the autonomous vehicle industry.

The measures were announced on Wednesday at a meeting of ministry heads.

The government’s strategy is to ease rules on Level Three autonomous driving and allow Level Four vehicles to operate first, with oversight to follow.

Level Three refers to conditional automation, requiring driver intervention when needed, and Level Four allows full automation in specific areas without driver involvement.

As part of the plan, the government will build an “autonomous driving test city,” modeled after projects in San Francisco and the central Chinese city of Wuhan, with more than 100 driverless cars in operation.

Research and development will be strengthened through cross-ministry support, including dedicated machine learning centers.
