North Korea says it will not take part in the next round of six-nation nuclear talks. The North's Foreign Ministry spokesman made the announcement during an interview with the AP news agency. The spokesman said that Pyongyang cannot cooperate for the time being with the International Atomic Energy Agency because the agency has lost its impartiality. The official also strongly accused Washington of applying a double standard towards Seoul and Pyongyang on the nuclear issue. Analysts are interpreting the spokesman's remarks as Pyongyang's official refusal to participate in the next round of six-way talks aimed at resolving North Korea's prolonged nuclear standoff.
