North Korea's Vice Foreign Minister Choi Soo-hun says the North Korea Human Rights Act, recently approved by the U.S. Senate, is a ploy to ultimately bring about the ruin of the North Korean regime.

North Korea's state-run Korea Central News Agency quoted Choi as saying the United States had broken previous agreements made during the third round of six-party talks in Beijing by refusing to offer compensations to the North in return for a nuclear freeze or dismantlement.
