S. Korea to Propose Sub-to-Sub Hotline to N. Korea

South Korea is considering a plan to propose opening an underwater communication system between submarines of the two Koreas in a bid to avoid accidental military clashes.
Defense Minister Yoon Kwang-ung disclosed the plan during a parliamentary inspection session of the Defense Ministry on Monday.
Yoon said Seoul is considering a proposal to establish a submarine-to-submarine Navy hotline to ease military tensions in line with progress in inter-Korean relations.
Yoon was responding to a lawmaker's question on whether the South Korean Navy had made any radio contact with North Korean submarines when it searched the east coast area earlier this month, and if not, whether such underwater communication between the two sides is possible.
But some military analysts expressed skepticism over the possibility of North Korea responding to such a proposal, since Pyongyang purportedly wants to keep its submarine operations secret.
The Defense Ministry said earlier that the Navy fired anti-submarine depth charges during the recent search operations, which were prompted by intelligence from the U.S. military that said two unidentified vessels suspected of being North Korean submarines had intruded into Southern waters off the east coast on October 10.
