Civil Workers’ Vote Disrupted by Police

Unionized government employees failed to hold a planned vote on Tuesday in the face of a tough police crackdown. The spokesman of the 140 thousand-strong Korean Government Employees' Union said that union members had begun voting across the nation early Tuesday morning on whether to launch a general strike but that most had failed to reach polling stations due to raids by local law enforcement authorities. The spokesman said that balloting at most polling stations was disrupted, with police arresting union leaders and seizing ballot papers and computers. The union, which is not legally recognized, is demanding the right to collective action like their corporate counterparts. The government drafted a bill last month which would allow public servants to have the right to collective negotiation to improve their working conditions but not the right to collective action.
