U.S. to Draw up Guidelines for N. Korean Asylum Seekers

The U.S. State Department is expected to come up with guidelines by February on accommodating North Korean asylum seekers.

The New York Times said Thursday that the State Department would submit to Congress the guidelines for accommodating North Korean asylum-seekers who take refuge at U.S. consulates and embassies.

Late last month, a North Korean man jumped from a neighboring building onto the roof of the U.S. Consulate in Vladivostok, Russia, entered the building and asked for asylum.

The paper said the defector presents the first test of the North Korean Human Rights Act, passed unanimously by both houses of Congress in September.

Under the Act, signed into law by U.S. President George W. Bush last month, the U.S. government must allocate 20 million dollars a year to help settle North Korean refugees.
