Unification Minister Chung Dong-young says the six-party talks should first be resumed before a summit between the two Koreas can be considered.
Chung made the comments during a parliamentary committee meeting Thursday in response to lawmakers' questions on the prospects of a second inter-Korean summit.
Chung also said the goverment is presently not making any effort to host a possible summit.
