N. Korea Sets Conditions for Returning to Nuke Talks

North Korean leader Kim Jong-il has reportedly said the six-party nuclear negotiations can resume "at any time" if certain conditions are met.

According to the North's official KCNA News Agency, Kim made the remarks Monday during a meeting with visiting Chinese envoy Wang Jiarui, the head of the Chinese Communist Party's International Liaison Department.

But it was not immediately known what those conditions were.

The North Korean leader was quoted as saying that the North does not oppose the talks and remains committed to peacefully settling its nuclear issue through dialogue and seeking a nuclear-free Korean Peninsula.

The North Korean leader also urged Washington to show "reliable sincerity through action" toward Pyongyang.

The remarks are Kim's first in public since Pyongyang declared nearly two weeks ago that it has nuclear weapons and will indefinitely pull out of the nuclear discussions.

During the talks on Monday, the Chinese envoy conveyed a verbal message from Chinese President Hu Jintao to Kim. In the message, Hu reportedly said that it would be beneficial for both Pyongyang and Beijing to exert their best efforts to denuclearize the Korean Peninsula as well as resolve the North's nuclear issue through the six-party framework.
