North Korea has reaffirmed that it would return to the six-way talks should the U.S. provide the right conditions.

Pyongyang's official Korean Central News Agency (KCNA), quoting a foreign ministry statement, said on Thursday it would return to the talks at any time if the U.S. approaches in a trustworthy and sincere manner.

KCNA said it was imperative for the U.S. to rebuild groundwork for the six-party talks and create conditions for the resumption of dialogue as quickly as possible.

The statement also claimed that the second Bush administration was not different from the first, which made clear its policy of hostility toward Pyongyang.

It also said the North had justifiable reasons for producing nuclear weapons as it was currently engaged in technical warfare with the United States in order to confront a possible nuclear attack by Washington.

The KCNA statement comes came amid a flurry of multilateral diplomacy to coax North Korea back to the bargaining table. Chinese Vice Foreign Minister Wu Dawei is currently in Seoul to discuss what he called "fresh changes."
