Gov't to Create Manual on N. Korea Emergencies

The Unification Ministry says it will work out guidelines on how to respond to emergencies that may occur in North Korea.

The ministry said Monday the government is planning to discuss with non-governmental sectors ways to divide roles for efficiently coordinating aid to North Korea in case of natural or other disasters such as last year's train station blast in Ryongchon.

Seoul officials will hold a consultative meeting with non-governmental bodies next month to create the emergency manual. They will also discuss setting up a communication system with North Korea, dividing roles between the government and the non-governmental sector and re-organizing channels to deliver the aid.
