The presidential office says a meeting between leaders of the two Koreas is unlikely at a Moscow ceremony in May.

President Roh Moo-hyun and an unconfirmed North Korean official are expected to attend the event, to celebrate the 60th anniversary of the end of World War II.

Presidential foreign policy advisor Jeong Woo-seong said Thursday that the North has not decided who to send to the May 9th ceremony, but it is unlikely to be supreme leader Kim Jong-il.
