North Korea says a set timeframe should not restrict reform of the U-N Security Council.

The state-run Korea Central News Agency on Tuesday quoted the North's deputy ambassador to the U-N Kim Chang-guk as saying member states should reach a consensus on reform.

In an informal U-N meeting last week, Kim also blasted Japan's Security Council bid, saying a country preparing to repeat past crimes cannot become a permanent member no matter how much money it gives to the world body.
