The opposition Grand National Party will sumbit a bill on North Korea's human rights on the state level.

A related forum Thursday called for public opinion on the draft bill that proposes an exclusive agency and ambassador to tackle the human rights plight in the North.

The bill also calls for linking the issue with inter-Korean economic exchanges to an extent.

The party will soon finalize the draft for submission to the National Assembly.
