Local civic groups are urging the two Koreas to build mutual trust through the vice ministers' talks.

An inter-Korean forum hosted by the Civic Group Academy on Monday said in a statement that such talks should lead to a ministerial meeting, economic cooperation and then a Red Cross meeting.

It said the talks are the starting point to normalize inter-Korean relations.

The Korea Sharing Movement said fertilizer aid will play an important role in building trust between the two sides.

It said Seoul can quickly send such aid via sea routes in the West and East Seas and also by land through Mount Geumgang.
