The Seoul City government has launched Cyber Monitoring Congress on its internet homepage. Foreigners can log onto www dot metro dot seoul dot kr to discuss and monitor various issues concerning the city.

The bicameral cyber congress consists of 21 senators, including diplomats, and 12 representatives. All of them are the winners of the city's cyber discussion contest last September.

Other foreigners can participate in the congress via the visitor's gallery.

The congress will conduct its monitoring activities after reviewing designated assignments, and members will be able to exchange opinions freely on the Web site in Korean or English.

Foreigners who repeatedly make valuable contributions from the visitor's gallery will be considered for future appointments as representatives.

The most constructive opinions will be reported and used as a reference for city policies.
