Defense minister Yoon Kwang-woong has agreed with U.S. Secretary of Defense Donald Rumsfeld to develop a CONPLAN 5029 against contingencies on the Korean Peninsula.

The decision came at the 4th annual security meeting of Asian defense ministers in Singapore on Saturday, which ended with an agreement between the two sides to draw up a more comprehensive CONPLAN.

The adoption of the CONPLAN means the scrapping of the more specific yet controversial OPLAN 5029, which had been suspended upon South Korea’s demand over its possible infringement on Seoul's sovereignty .

A Defense Ministry official added that such a decision was reached through discussions at the Korea–US Military Committee.

The CONPLAN 5029 is designed to counter any contingency on the Peninsula stemming from an unexpected exodus of North Korean residents and/or turmoil in the Pyongyang regime.
