The government seeks a joint statement after the fourth round of the six-way talks concludes in Beijing.
Song Min-soon, Seoul's chief delegate to the talks, said Wednesday that parties to the talks should not stray from or expand on the common agenda of a nuclear-free Korean Peninsula.
In his keynote speech, he called for the proposed joint statement to include promises from the parties on formal ties with the North, security guarantees and economic cooperation if Pyongyang scraps its nuclear program.
Song also urged consistent action under the principles of "words for words" and "actions for actions" in a mutually-acceptable manner.
He asked the parties for more constructive action in offering security guarantees to the North while reiterating Seoul's offer of electricity assistance.
