The Justice Ministry will establish a multi-level immigration system linking land, sea and sky to prepare for accelerated inter-Korean exchanges, including the connection of cross-border railways and roads.

The Unification Ministry will also start a one-stop administrative service linking the databases of government agencies and outside organizations.

Their plans aim to assist inter-Korean cooperation especially in three key projects: the building of the Gaesong Industrial Complex and the Mount Geumgang special tourism district and the linking of inter-Korean railways.
