The Ministry of Maritime Affairs and Fisheries said Wednesday it will introduce a bill aimed at establishing two port authorities to administer Incheon and Pusan harbors from July.

The bill also calls for the government to transfer property rights for the state-owned harbors to the new public companies, and allow them to take responsibility for the everyday maintenance and operation of the ports.

The ministry's plan also calls for the setup of a committee to approve the budgets and financing of the port authorities. The commission will recommend prospective candidates for president of the public firms to the ministry.

The maritime and fisheries minister will then consult with the head of the regional government before making the final appointment.
