'NK Nuke Removal to Precede Reactor Talks'

The presidential secretary for national security says talks on providing a light-water reactor to North Korea are possible only after Pyongyang dismantles its nuclear program.

Kwon Chin-ho, the concurrent head of the National Security Council, on Monday said the North must also allow inspections by the International Atomic Energy Agency and return to the Nuclear Non-Proliferation Treaty.

In a parliamentary audit on the council, he said the government will do its utmost to adopt a joint agreement on action plans in the next round of the six-way nuclear talks.
