Foreign Minister Ban Ki-moon has ruled out North Korea's participation in this month's Asia-Pacific Economic Cooperation summit in Busan.

Speaking to the National Assembly Thursday, Ban said Seoul has not sent an official invitation to the North because it would need approval from the other 20 APEC member nations.

Unification Minister Chung Dong-young last month had proposed inviting the North during his trip to Pyongyang.
