The North's ambassador to the United Nations says the success or failure of the upcoming six-way nuclear talks is entirely dependent on the U.S.

Ambassador Park Gil-yon made the comment in a letter delivered to U.N. Secretary General Kofi Annan and new U.N. General Assembly President Jan Eliasson on September 28th.

The letter said prospects for the upcoming talks hang on how Washington implements the agreements reached at the previous round of disarmament talks, including an end to supposed U.S. nuclear threats and the provision of light-water reactors to North Korea.

The official also wrote that Pyongyang’s nuclear standoff was the result of Washington’s hostile North Korea policy.
