N. Korea Holds 1st Int'l Refugee Forum

North Korea has held its first international seminar on refugees in Pyongyang.

Legal and refugee experts from the United Nations attended the four-day seminar that ran last week, including the head of the Seoul office of the U.N. High Commissioner for Refugees, James Kovar.

Thirty North Korean officials and scholars also took part in the event.

Discussions focused on the basic principles of the U.N. convention on refugees, including the qualification and definition of a refugee and exile, but did not mention the situation of North Korean defectors.

The United Nations said the invitation came after the North in May sent four officials to a New York for training on international law.
