Unification Minister Chung Dong-young says three years is needed for North Korea to abandon its nuclear program.

In an interview with the Japanese newspaper Mainichi Shimbun published Saturday, Chung also said Seoul will prepare to send 2,000 megawatts of electricity to the energy-starved North while Pyongyang dismantles its nuclear program.

On proposed talks for setting up a peace regime on the Korean Peninsula, Chung said the discussion will include the two Koreas, the United States and China.

Seoul in July proposed the energy aid to induce the North to return to the six-way talks on scrapping its nuclear ambition.
