The two Koreas on Thursday failed to narrow differences on beginning tours to the scenic Mount Baekdu in North Korea after three days of working-level talks.

In the North's border city of Gaesong, the South's Korea Tourism Organization Vice President Kang Kwang-ho said the two sides could not agree on renovating Samjiyon Airport and the pilot tour schedule.

He said, however, that working-level consultations are continuing and that Seoul officials will soon visit the North for further talks.
