Two days of inter-Korean economic talks ended Friday without an agreement.
The meeting of the inter-Korean Economic Cooperation Promotion Committee ran from Thursday through Friday in the North's border city of Gaesong.
Working-level officials from the two sides discussed South Korea's possible provision of raw materials for the light industry in return for the right to develop underground natural resources in North Korea.
The two sides failed to agree on the volume of raw materials from Seoul and provision terms, but agreed to maintain contact through exchange of documents and hold more talks if necessary.
Seoul wants to adjust downward Pyongyang's request for raw materials to make 60 million pairs of shoes, 20,000 tons of soap and 30,000 tons of clothing.
The Unification Ministry in Seoul said it also proposed early resumption of military talks to back economic cooperation projects and an early trial of cross-border railways and adjacent roads.
