Defense Chief Says NK Military Hobbling

Defense Minister Yoon Kwang-ung says North Korea has difficulty maintaining its military equipment.

In his keynote speech at a seminar at the Korea Institute for Defense Analyses Monday, Yoon quoted Chinese Defense Minister Cao Gangchuan as saying the North Korean military flies about a hundred fighter and helicopter training missions a day, just a tenth of South Korea's.

Yoon said how to assess the North's military capability could determine Seoul's allocation of resources for national defense.

On the transfer of wartime command to South Korea, he said Seoul and Washington have discussed completing the move in a mutually beneficial way, adding the process will take at least five years.
