'Working-Level, Military Talks Are Separate'

Unification Minister Lee Jong-seok says inter-Korean working-level talks on former President Kim Dae-jung's visit to North Korea are separate from military dialogue between the two sides.

Lee also denied Monday that the pilot operation of two inter-Korean railway lines was for Kim's visit.

On Tuesday, the two Koreas will open working-level talks around Mount Geumgang in the North to discuss Kim's visit and start their fourth military talks on the South's side of the truce village of Panmunjom.

The military talks' agenda includes military guarantees for pilot operation of the railway and setting up a common fishing zone in the Yellow Sea.
