N.K. Blames Seoul for Canceled Test Runs

North Korea has blamed South Korea for failure to conduct test runs of inter-Korean railways.

Pyongyang Radio on Friday said the chief North Korean delegate to recent inter-Korean military talks, Kwon Ho-ung, phoned South Korean Unification Minister Lee Jong-seok to say Seoul was completely responsible for the cancellation.

Kwon blamed the South Korean military for avoiding talks on redrawing the maritime border in the Yellow Sea as the main reason behind the canceled test runs.

The broadcaster also demanded an apology from South Korea for failure to stop the burning of the North Korean flag in Seoul and Pyeongtaek, saying the act shows an unwillingness to reconcile and cooperate with the North.
