Lee Byong-dok, a researcher at North Korea’s foreign ministry, said Wednesday that it was the North’s “sovereign right” to launch the missile.

Japanese journalists visiting North Korea said Lee did not know about the launch because he was involved in diplomatic affairs.

When the Japanese pointed out that the missile firings were in violation of the Pyongyang Declaration between Japan and North Korea, Lee simply said, “We have a lot to say.”
