'NK Appears Ready for 2nd Nuke Test'

A lawmaker from the main opposition Grand National Party (GNP) says North Korea seems to have completed preparations for a second nuclear test.

On his Web site Sunday, Rep. Chung Hyung-keun said that unusual personnel and construction activities had been detected from last month at the northeast site of Punggye where the first nuclear test was staged on October ninth.

Chung was quick to add, however, that the communist state is unlikely to go ahead with the test as a new round of six-way nuclear talks and sanctions negotiations with the United States are set to take place this month.
