Kim blames plot for IOC defeat

President of the Korea Sports Council, Kim Un-yong, is blaming what he called a "last-minute smear campaign" for his defeat in the I-O-C presidential election.
Kim finished a distant second behind Belgium's Jacques Rogge in Monday's vote in Moscow.
Kim accused outgoing I-O-C president Juan Antonio Samaranch of using his influence to undermine Kim's bid.
Kim also said his defeat was caused by European members who wanted to retain their dominance of the International Olympic Committee and deny an Asian the top job.
But Kim also struck a conciliatory tone, congratulating Rogge and pledging his support to the new president.
