NK: Discussion on HEU, Plutonium Possible

North Korea is reportedly willing to discuss its alleged uranium-based nuclear program as well as its plutonium-based one in the process of disclosing all of its nuclear programs.

Diplomatic sources said Wednesday that Pyongyang conveyed the position to the United States during talks between their nuclear envoys in Berlin last month, as well as in the latest six-party talks in Beijing.

The United States accuses Pyongyang of running a clandestine nuclear weapons program based on highly enriched uranium (HEU), but North Korea denies it.

The U.S. accusation in 2002 led to the collapse of a 1994 deal with Pyongyang, sparking a fresh international standoff over the North’s nuclear development.

The North’s uranium enrichment activities are expected to emerge as a point of contention as it implements initial steps toward disarmament over the next 60 days.

Pyongyang made it clear, however, that its existing nuclear weapons will not be subject to the "initial steps."

Sources said that the latest nuclear talks aimed at implementing initial steps to disable the North's nuclear facilities, instead of opening full-blown discussion on nuclear arms it already has.
