Gov’t to Separate Politics From Humanitarian Aid

The government has said it will consider humanitarian aid for North Korea apart from political conditions, hinting that aid will not be linked to the nuclear issue.

The government will also set mid- and long-term strategies for inter-Korean economic projects to establish infrastructure in North Korea as it moves toward denuclearization.

Such projects will include modernization of Nampo Port, railway upgrades, and other infrastructure facilities. Seoul is also mulling an investment project similar to the Gaesong Industrial Complex to attract foreign capital.

Meanwhile, the Unification Ministry will organize a forum to discuss a peace regime on the Korean Peninsula as stipulated in the September 2005 six-party joint statement.

In addition, the ministry will devise a numerical peace index for the Korean Peninsula that reflects regional security conditions and can be used as a comprehensive policy indicator.
