'Gov't to Link NK Aid with Nuke Process'

South Korea's rice and fertilizer aid to North Korea will depend on the six-way denuclearization process even if the two Koreas agree on an aid package during Tuesday's ministerial talks in Pyongyang.

A government official told reporters while visiting Washington that Seoul's suspension of aid was due to Pyongyang's missile test-launches last July, followed by its October nuclear test.

The official said that since last week's six-way nuclear deal, the two Koreas agreed to resume minister-level contacts to discuss resuming aid. But he said the actual delivery would be affected by the six-way process.

He also said such aid won't be violating U.N. Security Council Resolution 1718, which bans trade with North Korea that would give it large-scale weapons, material for their development, and luxury goods.
