Foreign Minister Song Min-soon says holding another summit between the two Koreas is premature at this time.
Speaking on a KBS television talk show, Song said a summit cannot be held unless there is confidence of producing a significant agreement.
He said Seoul has no plans to push for such a meeting and that progress in efforts to resolve the North Korean nuclear standoff is a precondition for a summit.
Song said the dismantlement of North Korea's nuclear program will be accelerated if Pyongyang normalizes relations with the United States, the 1953 armistice is changed into a peace treaty, and regional security cooperation takes place.
He said the long process of dismantling the North's nuclear program will coincide with that of establishing a peace treaty, but that talks on a treaty will be held under the premise that they will not affect the alliance between Seoul and Washington.
Song said the establishment of a peace regime will not change the status of U.S. troops in South Korea.
