The two Koreas failed to narrow differences on the longstanding issues of South Korean prisoners of war, or POWs, and abductees believed to be held in the North, during the second day of inter-Korean Red Cross talks on Wednesday.
Chief delegates from the two Koreas continued their discussions in the North’s scenic Mount Geumgang resort.
While South Korea's chief delegate stressed the need to resolve the situation of the POWs and abductees, noting their advanced age, his North Korean counterpart insisted that it be addressed within the current program of separated family reunions.
The South Korean delegate reportedly offered large-scale economic assistance to resolve the issue, but the North Koreans did not even mention it.
Instead, the North Korean side proposed to start exchanges of video letters for twenty separated family members who had already reunited.
The delegations agreed to meet again after reviewing a draft agreement they exchanged at the contact. The talks end Thursday.
