National Assembly Speaker Lee Man-sup says South and North Korea and Russia need a consultative body to discuss details on the proposed cross-border railway.
He made the comment at a dinner with the Russian Ambassador in Seoul.
Last week, North Korea and Russia reached an agreement on the linking of the trans-Siberian railroad with a cross-border Korean railroad.
In June last year, the leaders of South and North Korea also agreed to re-link a cross-border railway at their historic summit in Pyongyang. The railroad has been severed since shortly before the Korean War in 19-50.
