Two Koreas Agree on Military Guarantee for Railway Tests

The two Koreas are meeting to draw up a joint statement Thursday, on their final day of general-level military talks on security measures for the tests of two cross-border railways.

The North and South struck an agreement on Wednesday for a one-time-only security guarantee to cover the railway tests scheduled for next Thursday.

The spokesman for the South Korean delegation, Army Colonel Moon Sun-mook said Wednesday that the two sides had no difference in opinion regarding the military security measures.

The North rejected the South's proposal to make the security guarantee permanent, saying the southern section of the Donghae Railway on the east coast was not complete.

The North Korean side brought up more sensitive issues such as rezoning the inter-Korean maritime border and establishing a joint-fishing zone, but an agreement on these seems unlikely.
