Two Koreas Struggle to Finalize Joint Statement

The two Koreas are struggling to finalize a joint statement Friday regarding security guarantee measures for the cross-border railway tests slated for next week.

The North and South agreed on a guarantee for this round of trial runs at their high-level military talks but are having difficulty reaching an agreement on the technicalities.

The two have agreed to cooperate in establishing permanent security measures for cross-border railway and road operations, but still are struggling over more contentious issues such as rezoning the western maritime border.

The two sides will announce the specific contents of their joint statement as soon as an agreement is struck.
