'Conditions for BDA Negotiations Improved'

The nation's top nuclear envoy says conditions have improved on the delayed transfer of North Korean funds frozen at Macao's Banco Delta Asia bank (BDA) following high-level meetings between the foreign ministers and chief six-party negotiators of South Korea and Russia.

The remark by nuclear negotiator Chun Yung-woo followed Moscow's offer to help wire the 25 million dollars frozen at the BDA if the U.S. Treasury guarantees the funds.

Before leaving for Washington to discuss the North Korean nuclear issue with U.S. counterpart Christopher Hill, Chun said he would focus on strategies for smooth, prompt implementation of February's six-party nuclear agreement.
