'NK Proposes Power Plant Refurbishment'

A Japanese daily reports that North Korea has proposed upgrades for its power plant and fuel oil storage facilities, as rewards for denuclearization in line with the nuclear accord reached by the six parties on February 13th.

Citing a diplomatic source in Beijing, Kyodo News said the North’s top nuclear negotiator Kim Kye-gwan made the proposal at the meeting in Beijing early this month.

The report went on to say that Kim claimed Pyongyang was ready to take the next step toward denuclearization, but could take them only after the other parties give their words on how and when they will provide the energy support.
