North Korea will open its Yongbyon nuclear facility to U.N. inspectors starting Tuesday.
In a phone interview with KBS, a South Korean official said that the North expressed its will to declare all its nuclear programs, thereby launching the second phase of denuclearization.
The official noted that Pyongyang stressed it would not delay the declaration process.
Once a team of nuclear experts from the U.S., China and Russia completes inspections at Yongbyon and negotiates with the North on the scope and means of nuclear disablement, the six-party talks will confirm their negotiation results and pursue full implementation of second-phase denuclearization.
The team of more than ten members is scheduled to inspect Yongbyon's five-megawatt reactor, reprocessing facility and nuclear fuel rod plant next week.
After discussions with the North, the team will present the inspection results to the top nuclear negotiators at the upcoming six-party talks to be held the last week of September.
