Working-level officials from South and North Korea met in the North border city of Gaesong Friday to set the agenda and procedures for inter-Korean prime ministerial talks.
The South Korean delegation presented a draft statement to be issued after the three-day prime ministers' talks that will open in Seoul on Wednesday.
A South Korean official says both sides reached agreement on many issues but are still divided on some others.
Topping the agenda are the designation of a West Sea peace zone and a joint shipbuilding complex in the North agreed upon at last month's inter-Korean summit.
The talks also covered the North Korean delegation's itinerary and broadcasting details.
The two sides also agreed that the North Korean delegation will visit industrial facilities during their stay in the South.
Deputy Unification Minister Lee Kwan-se, Seoul's chief delegate to the preparatory talks, said the two sides held sector-by-sector consultations on implementing the summit agreements, but could handle only broad outlines of agenda items due to limited time.
He said both sides will have to meet again for more preparatory sessions.
The two Koreas held their first preparatory meeting in Gaesong in late October.
